UBUNTU: Add script to help ease updating udeb lists

Add debian/list-udeb-updates, which compares the files listed
in debian/*.lst to the udeb modules for the specified kernel
version and outputs a list of candidate firmware for inclusion in
or removal from the linux-firmware udebs.
